Dubai Police's New AI Shift Management System Is Built to Scale Across All of Dubai Government

Dubai Police and Digital Dubai have launched an AI-powered system that matches employees' skills and specialisations against operational requirements and recommends how personnel should be deployed, the latest in a steady sequence of AI initiatives from the force this year. The AI-Assisted Shift Management System is designed to make shift planning faster, more accurate and data-driven, bringing planning, implementation and monitoring together into a single real-time view of staff deployment, coverage and readiness for decision-makers.

Major General Dr Saleh Abdullah Murad, Assistant Commander-in-Chief for Administration Affairs at Dubai Police, framed the system as a deliberate strategic choice rather than an incidental upgrade: "At Dubai Police, we view artificial intelligence as a strategic enabler for developing our work, improving the way we utilise human resources, and enabling leaders to make faster and more accurate decisions based on data." The technology is registered as Dubai Police's own intellectual property, consistent with the force's broader pattern this year of building rather than simply buying its AI capabilities, alongside its RPA deployment and internally generated intellectual works.

What distinguishes this system from a typical internal efficiency tool is where it sits architecturally. It was built on the Government Resources Planning systems Digital Dubai already manages across more than 80 government entities, covering human resources, payroll, finance, supply chain and asset management. Matar Saeed Al Hemeiri, Chief Executive of the Digital Dubai Government Establishment, described the ambition as moving AI "from a tool that supports government work to an integrated capability that helps redesign processes, anticipate needs and turn data into actionable decisions." That framing matters because it signals the system was never intended as a Dubai Police-only tool: Digital Dubai has already stated plans to make the AI-Assisted Shift Management System available to other government entities across the emirate.

The delivery mechanism reinforces that shared-infrastructure logic. Departments and employees interact with the system through the existing Smart Employee application, giving staff and managers an integrated interface for shift-related matters rather than introducing a standalone new platform. A unified dashboard gives leadership real-time visibility into workforce presence, distribution and coverage across locations, alongside indicators for assessing how efficiently personnel are allocated.

This is Dubai Police's third distinct publicly reported AI initiative in recent months, following its RPA and technology-project expansion and a separate AI platform credited with a 200 percent jump in response to women's protection reports. Read together, the three initiatives cover distinct operational layers, internal workforce administration, frontline case response, and general process automation, rather than concentrating investment in one showcase system. The force describes this shift management project specifically as a practical step toward developing specialised AI agents capable of integrating with institutional systems and turning data into decisions and actions on their own, suggesting the current system is an intermediate step rather than the end state of this particular initiative. The one variable worth watching as the system expands government-wide is whether it's paired with the kind of deliberate guardrails against overwork that research on Gulf workplaces has flagged as necessary wherever AI is used to optimise workforce deployment, since a system built to squeeze more readiness out of every shift carries real retention risk if it isn't.
