du Telecom and Open Innovation AI Partner to Build UAE Sovereign Agentic AI Infrastructure

UAE telecom and digital services provider du has signed a Memorandum of Understanding with Open Innovation AI, a UAE-based AI infrastructure and workload orchestration company, to build the foundational compute layer for sovereign agentic AI deployment across the country's government entities and enterprises.

The agreement was signed during the Digital Readiness Retreat 2026 in Dubai, a national forum for digital transformation, and was executed in the presence of His Excellency Dr Mohamed Al Kuwaiti, Head of the UAE Cyber Security Council. The high-level endorsement signals that this partnership is not a commercial arrangement alone. It is aligned directly with the UAE's national security and AI ambitions, with the Cyber Security Council's active involvement placing it firmly within the country's sovereign infrastructure governance framework.

At the core of the collaboration is du's sub-brand du Tech, whose National Hypercloud platform recently received formal certification from the UAE Cyber Security Council. This certification means the platform meets the regulatory requirements for hosting sensitive government and enterprise AI workloads entirely within UAE jurisdiction. Open Innovation AI brings to the partnership its Sovereign AI Fabric, a hardware-agnostic platform designed for GPU orchestration and full lifecycle management of AI workloads. Under the MoU, both parties will pursue technical integration between the two platforms, covering GPU resource management, sovereign AI platform development, and joint commercial deployment opportunities targeting public sector and enterprise clients.

Open Innovation AI is a familiar name in this space. Two weeks ago, the same company co-launched the UAE Sovereign AI Platform alongside e& UAE and the UAE Cyber Security Council at ISNR 2026 in Abu Dhabi, delivering secure AI capabilities across national security, mission-critical operations, and classified government environments. The du partnership represents a parallel and reinforcing track, extending sovereign AI infrastructure coverage across a second major national operator.

The strategic rationale is straightforward. As agentic AI systems move from pilot deployments into production environments, the question of where that AI runs and who governs the underlying data becomes a regulatory and security matter, not merely a technical one.
