As generative AI (GenAI) rapidly rewrites the rules of the American workforce, a new report identifies Minnesota as a major focal point for this transition. According to North Star Policy Action, Minnesota workers now face the highest GenAI exposure in the Midwest and the 10th-highest in the nation, signaling a "matter of when, not if" for large-scale economic disruption.
The findings have sparked a flurry of activity across the state, from the halls of the State Capitol to the classrooms of the University of Minnesota.
By the Numbers: Minnesota’s Vulnerability
The report defines "AI exposure" as a threshold where at least half of a worker’s daily tasks could be partially or entirely automated by GenAI.
- 500,000 Workers: Roughly 17% of the state’s workforce is considered at high risk of job alteration or replacement.
- 800,000 Workers: Approximately one-third of Minnesotans are in roles with significant exposure where AI is likely to supplement, if not replace, their current duties.
- Demographic Trends: Exposure is notably higher among female workers and in industries with lower union representation.
Legislative Response: The SHIELD Act
In response to these findings, Rep. David Gottfried (DFL-Roseville) has taken a lead role in the 2026 legislative session. He is the primary sponsor of the Safeguarding Human Intelligence and Employment in Labor Displacement (SHIELD) Act, which seeks to build "guardrails" for the AI era.
Key provisions of the proposed legislation include:
- 90-Day Notice: Employers with over 50 staff must provide three months' warning before deploying AI that could displace 25 or more workers.
- Transitional Support: Displaced employees would be entitled to a 90-day transitional work period with regular pay and employer-covered retraining.
- Strict Penalties: Non-compliance could result in fines of up to $10,000 per employee and a five-year ban on state grants and contracts.
"We have not yet seen large-scale layoffs... but every expert expects that those disruptions are a matter of when, not if," says Gottfried.
The University Perspective: Literacy as a Lifeline
Higher education is also pivoting. The University of Minnesota recently appointed Professor Galin Jones as its inaugural Vice Provost for AI to lead the newly launched AI Hub. Jones argues that while the technology is "concerning," it offers immense opportunity for those prepared to use it.
The University is currently refining its "AI Literacy" programs to be more department-specific. "A journalist is going to use AI quite differently than a computer scientist," Jones notes, emphasizing that students must learn to distinguish their human value from machine output.
Industry Voices: Journalism and Computer Science
The impact is already being felt in "white-collar" sectors:
- Journalism: Benjamin Toff, Director of the Minnesota Journalism Center, notes that while AI isn't replacing reporters yet, it is "cannibalizing" traffic. AI-generated news summaries often satisfy a user's curiosity, preventing them from clicking through to the original news source—a trend that directly threatens the revenue models of local newsrooms.
- Computer Science: For 2025 graduate Daigan Berger, the bar for "entry-level" roles has shifted. While basic coding can now be handled by models like Claude and ChatGPT, Berger advises new engineers to focus on architecture, business logic, and algorithms—areas where human design still reigns supreme.
The Student Concern
Not everyone is convinced of the benefits. Wayde DeYoe, a fourth-year computer science student, expressed skepticism regarding the long-term sustainability of GenAI, citing the massive daily losses previously incurred by tools like OpenAI's Sora. DeYoe also warned that over-reliance on AI in the classroom is leading to a "skills gap" that could leave new graduates unprepared for the rigors of the workforce.
As Minnesota navigates this transition, the consensus among leaders is clear: the state must act now to ensure that the AI revolution supplements human labor rather than erasing it.
